Well its what's left of the wax ring the toilet goes on and bolts down but the bolts are completely rusted and unusable

Get a new cap. If you have PVC pipe, you can cut it off and put a new one on, replace the whole upper seal.

It's a metal flange/cap piece that caps off your pipe. The toilet mounts to it, to create your shit seal.

Drain pipe from what I can tell is cast iron with maybe a cast iron flange and its single story floor and around the edges of the flange is dirt and then the concrete

So cast iron pipe with a concrete floor? Easy fixes don't really exist then. You can see if you can replace the bolts, but that's about it.

You're gonna need to jack hammer the concrete, so he can cut back behind the elbow, and replace it with new pvc.

You're probably looking at a $350-500 job.
