The phone was built with the hardware for LTE. It has the Qualcomm WTR1605L Seven-Band 4G LTE chip with a Qualcomm MDM9215M 4G GSM/UMTS/LTE modem.

With a software install for the modem and you have working LTE

Really? I've never seen anyone say that. They've always complained about it not being 4G.

So it doesn't come out-of-the-box 4G capable, but the hardware is there?

That is correct. It has the abilities out of the box, but has to be manually enabled.
