Lost knowledge, help wanted.

Was doing some thinking and my thoughts came to a book or short story that I read a very long time ago. I cannot remember its name and was wondering if anyone knew its from the following:

The story was about a boy who may have been poor and/or an outcast, who could make it rain with his mind. The nemesis of the story i believe was a traveling suave salesman who was also a wizard, maybe. The boy ends up winning and i believe becomes sherif.

This could have all been a one page story i read some where but I was pretty sure it was a small childrens book.

Strange article. That was not it. It was fiction for sure and was most likely a kids book, like 7th grade maybe.

Is it related to science fiction or fantasy? Then post a question at scifi.stackexchange.com (http://scifi.stackexchange.com) as a "story-identification" question. They have tons like this and a lot of people that know really obscure stories.
