Im getting a new laptop for my collage classes. My current is a amd c-50 processor running at 1.00GHz. This is extremely slow and laggy. Which processor would be better to have another amd or a intel processor? Would 1.90GHz still as laggy? Would an i3 intel processor work?

Personally I've always used intel for my PC an i3 would be fine for classes, are you trying to game on it at all?

At the moment I need it mainly for programming and internet use. Especially for spanish and programming

You're going to be fine with a modern intel or amd processor honestly. I'd focus more on a little extra RAM - you'll notice that more than slight performance differences from the processor.

Professional opinion: i5 8GB ram minimum.

my laptop is a i5 with 8gm Ram, got it for 750 . I did add a solid state drive. Processing and RAM go up in speed but if the read write is still slow nothing is fast. Only thing is I wish there was a way for mine to upgrade the video so I can game when there's free time.
