They could have easily went over the car, but the asshole deserved it. Don't park in front of fire-hydrants!

I'm not an expert but I wouldn't want to risk kinking the hose. I think breaking the windows was the right move. But then again I'm a dick too.

They train them to do that and then the owner of the car gets sent a fine from the city :)

Read the fine print in your auto insurance policy also. Most say they will deny your claim if you park like that. Seen it happen.

If liability falls on a government agency, then yeah, it's almost always not covered. It's up there with the nuclear and war exclusions.

And I'm almost certain that it was put in place because of situations like this......where you do something stupid and a governmental agency damages your vehicle because of it.
