That is ridiculous. The Flag bearer will win. Freedom of speech and expression. Since when is it illegal anywhere to fly our nation's flag. These :associations" cannot dictate somebody's right to fly our nation's pride and joy.

The Chaplin will win, with the law congress passed in 2005, and the Ohio law that clearly state you can fly "Old Glory" anyway you wish.
Additionaly as long as he is following Title 4 Chapter 1 (http://www.law.cornell.edu/uscode/4/usc_sup_01_4_10_1.html) of US code (The care and display of the US Flag) he is well within his rights.

Here is my answer to this....

I am the flag of the United States of America
My name is Old Glory.

I fly atop the world's tallest buildings.
I stand watch in America's halls of justice.
I fly majestically over great institutes of learning.
