MW3 Private Match Problem

So far when we've had <9 players and tried to move onto private, we've been unable to get <9 in even though the max cap is 18. WTF?! It'd be great to get 18 of us together for training purposes lol. Can anyone suggest a workaround or explain what we've been doing wrong?! I'm baffled.

Try different a Host. That works sometimes.

We tried different hosts. I asked a question on a gaming forum, and no one has responded yet. If I find an answer, I'll post back

i know the party can only hold 9 people, but try starting a private match with just the host and no party and inviting everyone separately instead of going in as a party.
