Yes, new maps for tourneys and ladder leagues. Plus would be a good place for 2s teams to practice against randoms, just for that little extra edge.

I'm not sure if it's private. Hopefully you get to pick you teammate and you search for a game and get matched against another group of 2

Did I miss something? They mentioned two of the three new drop maps were sanctuary and concrete factory? Those came out about a month ago (although not in the current rotation of regular play). Does that mean there is only really one new map dropping?

To answer your question, yes there is really only one new mp map this month, the other two, sanctuary and foundation were released last month. The big addition with this months content drop was the new 1v1 and 2v2 modes, which also have two free maps to go with them. They are releasing two more maps for those modes next week to try and compete with the grfs game that goes on sale.

Hopefully that answers your question and doesn't just make things worse :D

They were released to Elite Premium members. Now they're available to the general public.

New Modern Warfare 3 DLC Revealed
Arctic Recon Spec Ops Mission, plus three new Face Off maps.

Infinity Ward has revealed that the next downloadable content for Call of Duty: Modern Warfare 3 will be available tomorrow. Xbox 360 players who are Premium subscribers to Call of Duty Elite will be able to download a new Spec Ops mission called Arctic Recon as well as three new Face Off maps: Vortex, U-Turn and Intersection.
According to a tweet from Infinity Ward executive producer Mark Rubin, these will be “the last of the Face Off maps more than likely.” The rest of the Modern Warfare 3 DLC will be “all regular multiplayer from here on out.”
As with all Modern Warfare 3 DLC, this content is exclusive to Xbox 360 Premium Elite subscribers for now. We’ll keep you posted once a release date for non-subscribers and PS3 players is revealed.
